Stripped Defences is one of the Mortar's Burny Stuff Path upgrades in Bloons Blitz. This upgrade causes Burny Stuff's fire patches to apply a vulnerable effect to all Bloons it hits, making them take 20% more damage (25% more with the Level 2 version) from all sources for 1 second. Hitting a Bloon multiple times refreshes the duration, but does not stack the effect.
