If no Bloons are on screen other than itself, only itself can be targeted.

*The Bloon itself is weak and can clog the player's board. However, the slow effect on a targeted Bloon can help temporarily stall it.
*The Bloon itself is not particularly threatening, having high delay for low Health. However, the slow effect is useful for stalling the opponent's Bloons, and unlike other stalling cards, it also generates some [[Bloontonium]].
*Like [[Booster Bloon]], this card may be used on the player's own Bloons to change their ordering. For instance, it can move stronger Bloons to the back to allow a weaker Bloon to hit [[Hero Protection]] first or prevent them from going to waste versus [[Dreadbloon (BCS)|Dreadbloon]]'s [[Immunity (card)|Immunity]].
*Computer opponents may play Slowing Bloons if you have no Bloons on your side, forcing them to slow their own Bloons. Competent human opponents will never slow their own Bloons unless they are changing order of their own Bloons.
