Cyber Quincy is better at group-popping than normal Quincy, however he's somewhat less reliable against single and spaced rushes and has a minor Purple weakness (neither his EMPs nor Cyber Storm affect them). Later on, he catches up his weak single-target and excels at demolishing large clumps of MOAB-class Bloons with his abilities active. Cyber Storm is better against Tight MOAB-class rushes than Tight Ceramic rushes, due to its shorter lifespan and tighter area but much higher damage overall, ~~however~~ Cyber Storm can naturally beat Tight Leads. He's a better choice than normal Quincy if concerned about grouped rushes, with Cyber Shot having longer lifespan and significantly more overall DPS against groups than Quincy's Rapid Shot. Also, because his arrows ignore obstacles, he excels early-game on maps with intrusive obstacles (e.g. [[Banana Depot]]) compared to other Heroes.
