Heart of Oak is a decent method of degrow with 2-2-0 at minimum, however the actual best method of Heart of Oak's degrow is progressing to Druid of the Jungle, whose vine brambles degrow damaged Bloons constantly. The extra pierce on life gains is useless if life regeneration is banned. There's rarely a case where pierce-capping is a major concern, compared to extra attack speed from Heart of Vengeance, and Heart of Thunder cannot gain pierce buffs.
