Sharp Shurikens is mainly used to support its early-game defense, with increased shuriken pierce assisting in cleanup. For crosspaths, Sharp Shurikens is not important, as it only affects shuriken pierce, but can be marginally helpful for cleanup purposes. Higher-tier bottom path Ninjas can deal extra damage to stunned and stickied bloons, and the bonus shuriken pierce is worthwhile on Master Bomber because of its significant damage bonuses. Masses of Shinobi Tactics themselves tend to have plenty enough blowback that extra shuriken pierce is not necessary to exchange over extra range to cover more Ninjas, but could be helpful against dense rounds, and their buffs amplify total pierce of Ninjas with Sharp Shurikens.
Sharp Shurikens is impactful for the Ninja's early-game pierce, especially when crosspathed. Since the extra pierce only affects the shuriken, Seeking Shuriken's homing works favorably with extra pierce versus spaced out bloons. For other crosspaths, Sharp Shurikens is not so important, as it only affects shuriken pierce; middle-path upgrades only need it for the higher-pierce Distraction and Counter-Espionage, and for Flash Bomb and above their bonus stunned/sticky damage is optional at T3 and T4 and improves cleanup against groups of bloons.
