Solution
Carefully aim darts by only slightly increasing the power between each throw in a way that only one reindeer bloon is popped per throw. When taking control of a reindeer, go through either the left or right side of the metal structure depending on what non-reindeer bloons remain, and navigate it through the structure until it pops either a bomb or ice bloon. Repeat this until no more darts are left.
