The Storm uses cards on specific turns and in a specific order depending on the turn counter, which is displayed in the top-left corner of the user interface, and the number of turns left until it attacks is indicated by the Storm counter next to it. The player can see what the next card will be by tapping or clicking on the Storm icon.
