The tier of an upgrade determines the odds of it appearing whenever the player levels up. Upgrades that add Monkeys to the team use a separate weighting system that varies depending on the level.
Upgrades have different rarities that determine the odds of them appearing whenever the player levels up. For the most part, an upgrade's tier also corresponds to its rarity, though upgrades that only appear under special circumstances (namely secret upgrades and Monkey XP upgrades) do not follow this rule.
