Cleansing Foam is the Monkey Engineer's path 1 tier 3 upgrade in Bloons Monkey City. It adds an additional attack that places foam on the track every 2.1 seconds. The foam removes Camo and Regrow properties from any Bloons it touches, and also deals 1 damage to Lead Bloons. The foam can affect up to 30 Bloons, or else it expires after 8.2 seconds or at the end of each round. It has slightly different behaviors between versions:
- On the Flash version of Bloons Monkey City, its pierce is infinite, meaning it will never expire when hitting Bloons.
- On the multiplatform version of Bloons Monkey City, there is an bug when buffed by a Monkey Intelligence Bureau that enables the foam to pop all Bloon types, including MOAB-Class Bloons.

In the Flash version, Foam is a very consistent way to neutralise any Camo, Regrow, and Lead threat, being better than any other alternative in the entire game.
The multiplatform version of Foam is usable but its supporting functions are very inconsistent due to random targeting and insufficient pierce being easily overrun by a simple Bloon rush. However, with Monkey Intelligence Bureau, its extra damage can be useful when spamming Bloon Traps but not very practical elsewhere.
Trivia
- This is the only decamo upgrade that requires building Camo Countermeasures before it can be researched.
