Alot going on is the 6th level in Bloons Player Pack 1.
Solution
Throw a fully-charged dart straight up so it sets off the row of Tack Bloons on top. Then, use the Chomper Bloon to pop the remaining regular Bloon first, then the Bomb Bloon second.
