DONT hit ice is the 16th level in Bloons Player Pack 3.

Solution

Shoot the first shot at the 3 bottom Bloons + the Bloon to the right of the Frozen Bloon. Then use the second shot to pop all of the remaining Bloons, being careful as to not hit the Frozen Bloon in the center.
