As the only 0-cost Bloon alongside Swarm Red Bloon and Golden Blimp when out of Gold, Red Bloons are useful for rushing against the opponent in the very early rounds, when they will likely be uncontested. Having large amounts of them can be a considerable threat if the opponent lacks a way to deal with swarms of Bloons.
Field clear, such as Firestorm, Spike Storm!, Super Monkey Storm, or other AOE threats will wipe out or heavily reduce the impact of Red Bloons. Red Bloons have very little cost for using them though, as they are free.
While not as good as Green Bloons and Yellow Bloons in Aggro, Red Bloons are useful as extra padding to a rush as free stats. They can be used in basically any Aggro deck, as there is often no real cost in including a few of them.
Running 3x Red Bloon can be worse than running 2x Red Bloon, as drawing too many Red Bloons too quickly can make your hand full of cards with low amounts of stats.
If using Bloon Embiggen or Growth Gas Bloon, saving Red Bloons for buffing them later may be worth doing if the opponent's field clear is not a concern.
