The MOAB Construction Facility is a hangar with a retractable roof that has a [[MOAB]] inside of it. It bears a close resemblance to the [[Blimp Construction Hangar]] from ''[[Bloons Monkey City]]'', but it is unclear if it is meant to be the same thing.

The card artwork depicts groups of [[Engineer Monkey]]s working on a [[MOAB]] inside the hangar. Two flaps are open for one Engineer Monkey to point out instructions to at least three Engineer Monkeys inside; two of them are passing a wrench, and one of them is drilling the fabric of the MOAB together. Four Engineers are on the sidewalk carrying a beam, a box, and a wrench.
