:I'm leaning towards this being unintended. The script that Full Orchestra uses is called <code>WeaponLevelModNodeBehaviour</code>, implying it's only supposed to affect weapon levels. Full Orchestra - Bug or not?
[edit source]I've received confirmation from someone that Full Orchestra doesn't just improve the weapon's star level, but also the characters, allowing purchasing of star level locked upgrades (in this case, Marceline got Pyrokenesis on level 4).
