Slowing Bloon: Difference between revisions

i saw an ai obyn use slowing bloon where there's no bloons on screen, but why do that? he cannot slow any bloon if there's only a slowing bloon on screen and no other bloons in play... I wonder if this always was the case that no target self, but I must've assumed too much didn't I?
