Happy New Year is the third level of day 31 and the 93rd level overall in Bloons Festive Fun. It is the final level of Bloons Festive Fun, depicting the numbers "2010", as the new year's eve before 2010 was when this level would first unlock.
Solution
Aim a dart anywhere and the level will pop itself. Failing this level is impossible by normal means, as it is a level that surrounds the monkey in Holly Bloons that will be popped no matter where they throw the dart.
