The ARBITR (short for Aerial Response Bloon Invasion Target Restrictor)[1][2] is a Large Bloon card in Bloons Card Storm, introduced in version 4.0. While in play, it prevents the opponent's Bloons from attacking at the end of the opponent's turn when they have zero Delay, and Bloons at zero Delay stay at zero Delay.
As this Bloon has infinite delay, it cannot be affected by delay modifiers (e.g. Quick Ready, Slowing Bloon), but can still be targeted by delay modifiers, and always stays towards the back of the queue.

- In a situation where the opponent may win on the next turn, either naturally or via OTK, ARBITR can prevent this if the opponent lacks Gold via bloon removals or if burst damage pops the ARBITR.
- Don't get complacent with the ARBITR; the opponent may still try to burst down it or use Bloon removers such as Return to Sender, Bloonsday Device, or Bloon Redirect. Dreadbloon has Wrath of Dread to remove ARBITR.
- In a pinch versus the Storm, you can use ARBITR just before the round that many Pink Bloons would spawn.
- Improved Fortification and Lead Casing allows the ARBITR to withstand more damage, but watch out for a Bloon removal.
- Bloon removers versus ARBITR include Return to Sender, Bloon Redirect, Gwendolin's Extreme Heat, and Bloon Master Alchemist (though Monkey-specific Bloon removers can be countered by having Target Practice Blimp). MOAB Eliminator can also work in an emergency.
