The ARBITR is a Large Bloon card in Bloons Card Storm, introduced in version 4.0. While in play, it prevents the opponent's Bloons from attacking at the end of the opponent's turn when they have zero Delay, and Bloons at zero Delay stay at zero Delay.

As this Bloon has infinite delay, it cannot be affected by delay reducers (e.g. Quick Ready) or delay increasers (e.g. Slowing Bloon), and always stays towards the back of the queue.
