The card artwork features a Spooky Bloon approaching a neighborhood of monkeys, who are scared. It features an underside view of the Spooky Bloon, which seems to be a MOAB underneath a ghost cover.
Certain Heroes can take advantage of the Spooky Bloon's Health scaling per Hero ability. Ezili’s Bloon Voodoo and Quincy’s Perceptive Shot are good at scaling the Spooky Bloon, especially in an Aggro mirror.
Gwendolin’s Heat It Up triggers Spooky Bloon both immediately when activated and whenever a new monkey is played. It’s not very practical for her, but if she runs it or gets a Spooky Bloon with Bloon Redirect, she can use this to make cards like Barrel of Monkeys scale the Spooky Bloon.
Return to Sender can delay the Spooky Bloon, but will not stop the synergies with its best Heroes.
Spooky Bloon should not be used on heroes that don’t activate their abilities often, such as Obyn Greenfoot, Amelia, or Zee Jay.

Development
During the Version 6.2 playtests, the Spooky Bloon got a series of reworks.[1] Initially, it began with a proposed community playtester change that proposed changing the Hero affected and reducing the Health scaling, but initially tested without the reduced Health scaling.[1] After playtests, the Health scaling reduction was implemented because it became too good with Ezili and Quincy.[1]
