Even Faster Shooting is the Tack Shooter's path 1 tier 2 upgrade in Bloons TD Battles. It reduces the Tack Shooter's attack cooldown by a flat 0.57 seconds. This effectively increases its attack speed by ~86.5%, or ~112% for Blade Shooter.
