Come On Everybody! is a Primary Monkey Knowledge upgrade in Bloons TD 6. If all Primary towers on screen are below tier 3, it grants them a buff which reduces their attack cooldowns by 5%, for an attack speed increase of ~5.26%. If all Primary towers on screen are tier 3 or 4, it grants them a buff which reduces the cost of their upgrades by 5%.
Due to their mutually exclusive requirements, both buffs cannot be active at the same time. None of the bonuses will be applied if the player has a mixture of below tier 3 towers and tier 3/4 ones. Tier 5 upgrades can be discounted, though only one can be purchased for the discounted price, since owning a tier 5 Primary tower removes the buff. Tier 3 upgrades can never be discounted because purchasing one requires owning a tier 2 tower, negating the discount buff.
In Co-op mode, each player is given the buff based on which towers are owned by that player. If one player buys a tier 3 tower with another player having a tier 1 tower, the buff will still exist on both towers, albeit with their respective tier of buffs.
