Slowing Bloon is an Advanced Bloon card in Bloons Card Storm, introduced in version 2.0. When played, a selection menu prompts the player to reduce another Bloon's delay by 1. It can target Bloons on either side, but not itself, and the player is forced to select a Bloon if possible (even if the only Bloons on the board are friendly Bloons). If there are no Bloons on the board other than itself, this effect does not occur.

- The Bloon itself is not particularly threatening, essentially being a Yellow Bloon with more delay. However, the slow effect is useful for stalling the opponent's Bloons, and unlike other stalling cards, it also generates some Bloontonium.
- Like Booster Bloon, this card may be used on the player's own Bloons to change their ordering. For instance, it can move stronger Bloons to the back to allow a weaker Bloon to hit Hero Protection first or prevent them from going to waste versus Dreadbloon's Immunity.
- Computer opponents may play Slowing Bloons if you have no Bloons on your side, forcing them to slow their own Bloons. Competent human opponents will never do this unless they are changing their own Bloon ordering.
