Charlie was an absentee on the first day of military school so he missed the most important rule of explosives handling. After lighting the fuse, STAND BACK. Nevertheless, he can blast his way out of any tricky situation.
Explosion radius (including the secondary explosions from Double Bomb and Bouncing Bomb) increases by 2 units. Has no effect after upgrading to Bigger Bombs, which always sets the radius to 23 units.
Attack cooldown reduces by 0.1 seconds, effectively increasing attack speed by ~7.14%. Has no effect after upgrading to Attack Speed, which always sets the cooldown to 1.3 seconds.
Explosion radius (including secondary explosions) increases by 2 units (4 units overall). Has no effect after upgrading to Bigger Bombs.

C4 Charlie is a character that can clear swarms of weaker bloons with ease but struggles somewhat against stronger bloons. When the player first acquires him, his best use is typically for his Signal Flare, which can decamo DDT, letting Supermonkey pop them if he has Plasma Eyes. Another use stems from a likely unintended interaction with his bombs and King of Ooo's Scepter, where his bombs paint bloons gold before dealing damage. While not as strong as other characters, C4 can also be used for MOAB DPS.
If the player has King of Ooo's Scepter, C4 can be used for income because of the aforementioned interaction. The only important trinkets besides the scepter are Banana Replicator for doubling his income, the other trinkets should just be as much attack speed as possible and utility like negative effect immunity, Glasses of Nerdicon or other similar trinkets for camo, Glob's Helmet for ghost popping (Robo-Monkey Visor does not work on C4), and Dagger of Chilled Glass for black-popping alongside attack speed.
Besides eco, C4 can also be used for MOAB DPS, although he is not great for it. His Double Bomb with Engineers Blueprints and Googoomamameter can actually outdamage MOAB Mauler because of Frag Bombs, and even if going for maulers, the frags will contribute enough damage with Engineers BP that it is worth running. For this build, attack speed stacking with Engineers Blueprints is recommended, although a hybrid build utilizing King of Ooo's Scepter and Banana Replicator for early-game eco without other utility trinkets can be done without suffering too much DPS loss in the late game. Later on, running a DPS build with him in late game Martian Games is primarily if the player also wants the Technological Terror that he can equip.
If opting for buying and reselling him constantly for MOAB Assassin, Soul Stone is recommended so that one less upgrade is necessary for purchase before he gets MOAB Assassin, letting the player complete buy and sell cycles faster as purchasing upgrades in BATTD has an animation lock. Thus, skipping one upgrade boosts the DPS of buy and resell strategies, if Soul Stone can skip a preceding upgrade for an ability.
