The card artwork depicts two monkeys with red wristbands (possibly Enhanced Eyesight from the Dart Monkey) running away from a Camo Regrow Ceramic at the park.
Camo Regrow Ceramic Bloon is similar to Camo Regrow Rainbow Bloon but with more Health (+50) and a better Regrow (+5), at the downside of being only 1 charge instead of 2. Using it over Camo Regrow Rainbow Bloon is typically better for decks without very high cash generation, such as Marketplace.
In a Tempo deck, play Camo Regrow Ceramic after you've already established a few high health threats on the board to make the most of its Camo.
Super Monkey Storm and other sources of field clear are not as effective against this Bloon due to its regrow passively healing it.
The Bloon has more than 250 Health at base; if it leaks at full health, a Double Trouble can OTK an opponent without any Defenders or other methods of dealing with it.
Although the whole idea behind Camo Regrow Ceramic versus Rainbow was that one had it two charges and the other had one charge but stronger stats, the stats of Camo Regrow Rainbow Ceramic would just never really make it worth it. So, now a delay reduction is in effect to basically make it a lot easier to immediately pressure your opponent with this Bloon compared to Camo Regrow Rainbow which, although cheaper, and although still pretty good, it's a lot slower, heals a little less, and has a bit less health. Now Camo Regrow Ceramic Bloon now has more of a competition against Camo Regrow Rainbow. — u/No-Appearance1780's commentary, 21:03–21:35 (with most disfluencies removed)

Development
This card originally costed 11 Gold, but it was lowered to 7 Gold before the update released.[1] The original cost was displayed in the update video.[2]
Camo Regrow Ceramic was playtested in Version 6.2. It was proposed by community playtesters to just have its Health increased from 250 to 275, but Ninja Kiwi added the Regrow regeneration nerf from 50 to 45.[3] Community playtesters noted that this change made Camo Regrow Ceramic more viable as a direct threat.[3]
A delay reduction to Camo Regrow Ceramic Bloon in Version 6.4 attempts to further increase the distinction compared to Camo Regrow Rainbow Bloon other than just losing one charge.[4] The main idea was to make the Camo Regrow Ceramic more of a direct leaking threat.[4]
