Zee Jay is a Hero in Bloons Card Storm, introduced in version 3.0. He can be unlocked from the Store by purchasing him for 2,000 Monkey Money or by purchasing the Zee Jay Hero Bundle for real money.
Zee Jay's abilities support a variety of different playstyles, despite his lack of immediate defense. He gains a unique resource called Rad Tokens by playing Bloons, which are spent to buff Monkeys or summon a special Rad Bloon.
Passive Awesomeness — The first Bloon summoned on Zee Jay's side each round grants 1 Rad Token and gains 20 Health. Bloons summoned by the Storm or the offspring of Bloons after leaking will count for the previous turn instead of the current turn. This passive ability has no Bloontonium requirement.
Rad Enhancements — Costs 1 Rad Token and 3 Bloontonium, and allows him to temporarily grant +25 Attack Power to a target Monkey until the start of his next turn. It cannot be used if Zee Jay has no Rad Tokens.
Rad Bloon Time! — Costs all of his Rad Tokens and 10 Bloontonium, summoning a Rad Bloon with health equal to 60 times the number of Rad Tokens removed (which can trigger Passive Awesomeness). Each Rad Bloon in play generates one Rad Token at the start of each turn. It cannot be used if Zee Jay has no Rad Tokens.
Zee Jay is a versatile hero who works well on aggro and midrange decks. He is also effective in OTK strategies that involve multiple Quick Ready, Quincy Action Figure for extra cash, and Double Trouble. Due to his complete lack of direct defense, Zee Jay is not suitable for control decks. Most of his power derives from a combination of his abilities, and maximizing Rad Tokens if possible.
The bonus HP from Passive Enhancements improves potential chip damage, and for certain Bloons he can make Bloons harder to pop (especially Steady Growth Bloon and Blooming Bloon). Use Rad Enhancements to boost Monkeys, preferably those that have multiple attacks (e.g. Robo Monkey, Frag Bomb Shooter), and activate Rad Bloon if the opponent is unable to afford enough to handle your offense.
Most of Zee Jay's exclusive cards are beneficial for each of his loadouts. For aggro decks, Zany Juice is recommended. Zee Jay Special is helpful in midrange and combo decks, and Fast and Loose is optional for card draw and potential Rad Token gains.
Unlike most Heroes, Zee Jay is not very dependent on Bloontonium, unless wanting to use Rad Bloon very often, or saving up for Rad Enhancements.
Unlike most aggro strategies, Zee Jay aggro works best with a mix of health-boosters, strong individual bloons, and Monkeys that synergize well with Rad Enhancements, in addition to swarm bloons. For powers, Quick Ready is recommended for a combo with Double Yellow Bloon.
Booster Bloon not only acts like a Power, it's a Bloon, so it also will synergize with Zee Jay's passive.
Double Bloons are good pick for Zee Jay's aggro decks, because of his Passive Enhancements' boosting HP.
For Rad OTK decks, send non-Large Bloons steadily to build tokens, and before the OTK, set up a Blimp Construction Hangar or two, store high Gold, and have Quick Readys in your hand.
If he plays a Pink Bloon as the first bloon, it will guarantee +20 (120 face value without Defenders, Adora's passive, or Hero Protection), assuming no Ability Ban. Hence, Pink Bloons as finishers are effective in Zee Jay decks.
If a Bloon spawns on the round after Zee Jay ends his turn, such as from the Storm or Bloons that summon Bloons (e.g. Nested Bloons, Blooming Bloon), he will guarantee Rad Tokens. Thus, he can save up sending his own Bloons for another round.
Note: Overall nerf, but the reworked Rad Bloon's On Turn Start partially negates this nerf

The test builds of Bloons Card Storm included text, code, and placeholder images for an unused Hero named Zoom-Jam (also referred to as Bloondoggle in some file names). This Hero had icons depicting him as a clown monkey and had the description "Shields Bloons and has other tricks up his sleeves". His abilities were repurposed for Amelia the Amazing in the final game, with some tweaks.

Zee Jay appears to be based on this Hero, as this Hero's internal ID, ZoomJam, was replaced with ZeeJay in version 3.0, and the file name for Zee Jay Special's card art in the official Bloons Card Storm asset pack is ZoomJamSpecial.png.[1]
