Quincy is a Hero in Bloons Card Storm. He is unlocked by default and part of the Quincy Starter deck that all players start with.
Quincy focuses strictly on offense. His abilities are all about dealing damage to Bloons.
Arrow Shot — Deals 30 damage to a targeted Bloon. It can target Bloons on either side.
Perceptive Shot — Passively deals 10 damage to every Bloon summoned on the opponent's side, including those played by the opponent, created by other Bloons, or spawned by the Storm. Visually, if this ability can be activated, he holds up his bow with an arrow inside.
Flurry of Arrows — Deals 50 damage to every Bloon on the opponent's side.
Quincy is very flexible as a hero. He is suitable for aggro and midrange, but especially aggro for his cheap defense against low-delay bloons, though among the weakest heroes for control. His cheap abilities allow him to keep cycling through Bloontonium to chain abilities with ease. For players who have Archer’s Instinct, Quincy can also play OTK at very fast speeds well.
In terms of his exclusive cards, Storm Of Arrows is the most powerful defensively, allowing him to pick off two high-health bloons for cheap. Rapid Shot can be useful for dealing with Aggro despite its lower damage and higher cost than Storm Of Arrows. Archer's Instinct and Enhanced Reflexes are suitable for OTK, and Stunning Shot can help counter an opponent's aggression.
Not only is he good at defense, he can use his Arrow Shot on friendly bloons to an advantage. He can buff friendly bloons by hitting Growth Gas Bloon, and also pop down weakened friendly bloons that benefit from On Popped or On Damage effects, such as triggering re-drawing of The Eternal if Quincy chooses to run it.
Quincy can use Archer’s Instinct to cycle through his deck incredibly quickly. For 4 gold, a bit over an eighth of your deck can be cycled through, making Quincy very solid at faster OTK strategies. He’s the best hero in the game at finding Common, Uncommon, and Super Rare cards, as Instinct is the best way to find them. This makes Quincy the best hero for a strategy like Triple Threat OTK, with a combo of Triple Threat, 2x Fortify, and 2x Quick Ready for a 22 gold combo. Using Quincy Action Figure, the monkey to replace it, and the powers will make the Triple Threat resistant or even unaffected by Defenders or Adora’s Sun Shield, making this OTK strategy a solid one since the more effective Anti-OTK options like Red Bloon Apopalypse or Corvus Academy Of Arts are more expensive and slower.
Tips
In aggro decks with Quincy, no monkey decks are generally better. As more Bloons are sent, he can defend for a while before the final push.
Quincy aggro decks use both Storm of Arrows and Rapid Shot to defend against aggression of the opponent. It's effective against 1-delay bloons that do significant Hero damage (such as Yellow Bloons and Double Yellow Bloons), which could buy time against an opponent's aggro attempts.
Whenever an Aggro meta comes up with an extremely dominant card or hero, Quincy often is the best counterpick to those decks.
Flurry of Arrows is more Bloontonium efficient damage against three or more bloons, equaling 150 total damage, compared to four Arrow Shots for the same Bloontonium which is 120 damage.
Keeping up a Perceptive Shot weakens incoming swarms of low-HP bloons. Just try to keep in mind that Quincy is susceptible to Bloons with On Damaged effects such as Golden Bloon and Growth Gas Bloon, slightly hurting him by activating their effects.
Perceptive Shot makes many more damage combos possible, allowing better defense. Notable examples include Blooming Bloon affected by Zee Jay’s Passive Awesomeness being able to be popped by Sniper, Steady Growth being popped by Sniper, Green Bloon being able to be popped by Barrel of Monkeys, and many more. Keep in mind the health of common Bloons to make the most out of Perceptive Shot.
Quincy’s low cost Bloontonium abilities make him great alongside Overload if there is a dominant Aggro meta. Perceptive Shot and Arrow Shot are quick ways to get Bloons at or below 100 health without spending too much Bloontonium.
The player can use one or two Arrow Shots before gaining more Bloontonium if they would overflow on Bloontonium otherwise.
