Quincy attacks by firing arrows that ricochet from Bloon to Bloon, hitting up to 3 at a time at level 1. His arrows cannot pop Lead Bloons or frozen Bloons. As he levels up, his arrows gain more pierce and can bounce to more Bloons, his range increases, his arrows deal more damage to MOAB-Class Bloons, and he gains Camo detection and the ability to fire multiple arrows at a time. He is a generalist damage dealer with a low cost, and he can handle most Bloon types, but he cannot damage DDTs at any level without support.
Starting at level 5, he gains Camo detection.
Starting at level 6, each shot fires an additional arrow, separated by a small angle apart. He fires three arrows per shot starting from level 19.
Starting at level 7, every third shot fires arrows that explode on the first Bloons they hit, damaging Bloons in an area and continuing to ricochet afterwards. This improves to every second shot starting at level 17.
Rapid Shot (level 3) — Temporarily triples his attack speed for a short time
Storm of Arrows (level 10) — Fires a storm of arrows from above that damages Bloons within an area over a short time and can target Bloons from anywhere on the map.
Quincy's attack fires ricocheting arrows that deal Sharp-typedamage. Each time an arrow hits a Bloon, it changes its direction in mid-air towards the closest Bloon within 50 distance units of the arrow. If no Bloons are within distance, the arrow continues moving in the same direction as before hitting the Bloon.

Starting at level 7, on every third shot, Quincy fires arrows that explode on contact with the first Bloon, then continue to ricochet afterwards. The explosions deal explosion-typedamage to up to 10 Bloons in a small area (12 with More 'Splody), and can hit the same Bloons as the arrows.
Storm of Arrows unlocks at level 10. When activated, Quincy targets a Bloon from anywhere on the map according to his targeting priority (so he will target the first Bloon if set to First, strongest Bloon if set to Strong, etc) and fires a shower of arrows centered on the target, which has a radius of 100 distance units and lasts for 3 seconds. Despite appearing to rain multiple arrows, the storm is actually one giant projectile that has a 5% chance to hit each Bloon inside it each frame, and can re-hit Bloons it has already hit after 0.05 seconds. It deals 6 sharp-typedamage per hit, plus 6 to MOAB-Class Bloons. It has a 70-second cooldown.

Quincy is a flexible generalist hero for early-game, while lasting decently for midgame for cleanup, and staying relevant in late-game CHIMPS by offering high grouped MOAB-class damage. He is the only hero capable of reliably starting CHIMPS on many more maps than Sauda, such as Infernal and Muddy Puddles.
Tips
Use Rapid Shot for burst DPS against MOAB-Class Bloons and Storm of Arrows for general Bloon cleanup.
Storm of Arrows selects its target according to Quincy's targeting priority, so change his targeting before activating it to control where it lands. For example, set him to Strong if you want the storm to target MOAB-Class Bloons.

Quincy is a fairly average jack of all trades early on and does what’s required of him there fine, and while he’s an entry level hero that is very much meant to embody that jack of all trades but master of none feeling we’d like to add a little later end-game performance boost to his currently weak lv19 so he doesn’t drop off as much. — Update notes
Quincy’s Storm of Arrows feels a little more like a downpour of wet pool noodles once Super Ceramics & especially their Fortified variants come around. However instead of making a drowning Quincy skin to pair with Lifegurd Brickell we are granting a large bonus to Ceramic Damage for the ability around the point you’ll need to deal with these. — Update notes
