Sharp Shooter works best when paired with damage buffs, effectively a 4x buff effect at best (assuming it's at max Ammo). Damage boosters such as Gwendolin and Super Monkey Fan Club work well with Sharp Shooter.
It is recommended to use the first shot on a high-HP Bloon, and then use the two ordinary shots as if Sharp Shooter has base Attack Power.
Anything that gives Temporary Ammo instead of ordinary ammo is much stronger with Sharp Shooter, making it work well with Heroes like Ezili.
