With all 8 Reds buffed, this is 520 damage to Hero in one turn, if not accounting for defensive Monkeys, Quincy's passive, or Adora's passive.
If the screen is almost empty, a Bolstered Bloon + Red Bloon Storm is a guaranteed way to maximise the Bolstered Bloon's health boosts, in addition to the Red Bloon Storm's usual threat of swarms.
Reds have 2 delay, which makes it harder to spawn new bloons. However, it could potentially give time to wait for a Bloon Embiggen during the early-game.
