MOAB Construction Facility is a SupportMonkeycard in Bloons Card Storm, introduced in version 4.0. It is temporary and instead of being able to attack, each time the player plays a Large Bloon (not from the Storm), it consumes 1 ammo to reduce its delay by 1 but inflict 50 damage. It still consumes ammo if the played Large Bloon has 0 delay or if duplicated by Double Trouble or re-summoned (e.g. Reinflated, The Prestige). These attacks occur in order of when they were placed.
MOAB Construction Facility's delay decrease on played Large Bloons is worth it if sending Large Bloons with high health. The health reduction matters more for Large Bloons with less health, or ones that have no use out of a delay decrease like Strengthenator and ARBITR. MOAB Construction Facility is best used to boost strong offensive Large Bloons.
MOAB Construction Facility works best in an OTK setup with Zee Jay's Rad Bloon, usually combined with Quick Ready. This particular setup can be afforded on a single turn.
Since the Rad Bloon's health is based on how many tokens are consumed, it has the potential to OTK an opponent at 11 tokens.
Compared to Quick Ready, it costs 1 Gold less, still allowing 3 of them to be placed on the same turn, or up to 2 Quick Ready and a MOAB Construction Facility on the same turn at max Gold. Still costs 18 Gold at the very least.
Most players who run MOAB Construction Facility in an OTK deck only bring them out in a single turn, to avoid them from taking Ceasefire or Whoops.
MOAB Construction Facility is critical in tempo for speeding up pushes and making your high health Bloons like BFB and Soulstealer Bloon have much more offensive power. Losing 50 health is trivial for the reward of being able to attack your opponent significantly faster, and using it with tempo decks that run more expensive blimps is a must.
Golden Blimp when combined with MOAB Construction Facility is one of the scariest threats in the game due to its very high health and quick speed.
The MOAB Construction Facility was considered a "very influential" card during Version 6.2 playtests,[1] and more specifically Rad Bloon OTK in Version 5.2 meta.[1] The balancing idea of increasing its Gold cost from 4 to 6 and ammo from 3 to 4 was based on harming Rad Bloon OTK more than normal tempo decks.[1] In general, the card was considered too strong for its cost in applying a consistent Quick Ready on sent Large Bloons,[1] with it opening up in Tempo decks for Golden Blimp, Soulstealer Bloon, and BFBs.[1]
