Dissolver has consistent enough damage rate to outpace Regrow regeneration and destroy normal Ceramics if given enough track length. Its strength is better in the multiplatform version of Bloons Monkey City due to being able to slow Ceramics and Glue Splatter double-dipping on all pierce buffs. However, it's just as slow as a normal Glue Gunner and should target closer to the track to avoid whiffing to faster Bloons.
