Bloon Impact does fair damage in addition to increased delay, allowing it to be useful for defending against a rush. However, its temporary status limits it from being used long-term.
In an Ezili deck, the player can use Sacrificial Totem to feed this card Temporary Ammo to stall Bloons, potentially for many turns if the player can supply enough Bloontonium.
