Dazing Frostburn is a type of Artifact in the Rogue Legends DLC for Bloons TD 6. It grants Ice Monkeys the ability to stun non-MOAB-Class Bloons for 2 seconds with their attacks and set the Bloons on fire for 5 seconds, causing a damage over time effect with which gets stronger with the rarity of the Artifact but everything else stays the same. It also adds a 1-0-1 / 1-0-2 / 0-0-2 Ice Monkey to the party.
Despite what the description says, the burn damage is applied every 1.5 seconds and not every second and it does not affect Blastapopoulos nor Purple Bloons.

The damage over time is really useful to increase the damage output of Ice Monkey, specially with middle path Ice Monkeys as its attacks can affect a higher amount of Bloons and can even apply the effect again if they can stay in its range for long enough thanks to the Freeze, Permafrost and its abilities. The stun effect is mostly redundant, as Ice Monkeys already freeze bloons. However, it can stun White and Zebra bloons that are immune to freezing, and will also stun any bloons that come into contact with Icicles, making it extremely difficult for bloons of any type to break through a 2-0-4 Ice Monkey.
