Energy Beacon (High Energy Beacon in the Flash version) is the Monkey Village's path 1 tier 4 upgrade in Bloons Monkey City. It decreases the ability cooldown of all Activated Abilities by 50% (20% on the Flash version of Bloons Monkey City) and adds a lightning attack to the village, hitting nearby Bloons at a rate of 0.001 seconds (0.058 on the Flash version) that does 2 damage to a single Bloon.
