Quincy is a Hero in Bloons Card Storm. He is unlocked by default and part of the Quincy Starter deck that all players start with.
Quincy focuses strictly on offense. His abilities are all about dealing damage to Bloons.
Arrow Shot — Deals 30 damage to a targeted Bloon. It can target Bloons on either side.
Perceptive Shot — Passively deals 10 damage to every Bloon summoned on the opponent's side, including ones played by the opponent, ones created by other Bloons, and ones spawned by the Storm.
Flurry of Arrows — Deals 50 damage to every Bloon on the opponent's side.

Quincy is very flexible as a defensive hero. He is suitable for aggro and midrange, but especially aggro for his cheap defense against low-delay bloons, though among the weakest heroes for control. His cheap abilities allow him to keep cycling through Bloontonium to chain abilities with ease. In terms of his exclusive cards, Storm of Arrows is the best to pick, allowing him to pick off two high-health bloons for cheap.
Not only is he good at defense, he can use his Arrow Shot on friendly bloons to an advantage. He can buff friendly bloons by hitting Growth Gas Bloon, and also pop down weakened friendly bloons that benefit from On Popped or On Damage effects, such as triggering re-drawing of The Eternal.
Tips
In aggro decks with Quincy, no monkey decks are generally better. As more Bloons are sent, he can defend for a while before the final push.
Quincy aggro decks often do not need defensive power cards. However, the Storm of Arrows is one of the better defensive power cards, specifically against two or fewer 1-delay bloons that do significant Hero damage (such as Yellow Bloons and Double Yellow Bloons), which could buy time against an opponent's aggro attempts.
Flurry of Arrows is more Bloontonium efficient damage against three or more bloons, equaling 150 total damage, compared to four Arrow Shots for the same Bloontonium which is 120 damage.
Keeping up a Perceptive Shot weakens incoming swarms of low-HP bloons. Just try to keep in mind that he would be susceptible to bloons with On Hit effects such as Golden Bloon and Growth Gas Bloon.
The player can use one or two Arrow Shots before gaining more Bloontonium if they would overflow on bloontonium otherwise.
