Captain Churchill is a Hero in Bloons TD 6, introduced in version 2.0. He can be purchased for
2,500 starting at level 15.
Captain Churchill operates a tank that slowly fires shells that explode multiple times and deal high damage. Starting from Level 5, he gains a machine gun that rapidly damages Bloons, similar to a close-range Sniper Monkey. His Level 3 ability is Armor Piercing Shells ability, which allows his shells to damage any Bloon type and explode more times. His Level 10 ability is MOAB Barrage, launching missiles at the 10 strongest MOAB-class Bloons on screen until targets are popped, or shot up to 10 times.

Explosive Shell

Captain Churchill's shells produce explosions as they hit Bloons, at a short cooldown between new explosions. Shells cannot be affected by external pierce buffs, and can only produce more explosions with extra levels or his Armor Piercing Shells ability.
At base, his explosions deal 3 damage and hit up to 12 Bloons within a blast radius of 18. Shells themselves deal no damage. Initially, his explosive shell attacks every 1.5 seconds.
As he levels up, his explosive shell improves:

Machine Gun

At Level 5, he unlocks his machine gun, automatically shooting at Bloons within his range. It is a sharp attack shot every 0.1s and initially deals 2 damage. It is always locked on First targeting.
As he levels up, his machine gun improves:

Armor Piercing Shells

Armor Piercing Shells changes damage type to Normal, popping all Bloon types, does 9 extra damage to Ceramic and MOAB-Class Bloons, and each shell explodes up to two more times. As he levels up, the duration increases and is able to do more base damage as well. At Level 3, the duration is 9 seconds. Ability cooldown is 30 seconds when first unlocked.

MOAB Barrage

MOAB Barrage launches up to 10 missiles at each of the strongest MOAB-Class Bloons on screen, up to 16 times per target. Missiles cannot target the same MOAB-Class Bloon. If the target is popped, the missiles that were on that target will not continue to attack other Bloons. As Churchill levels up, his MOAB Barrage gains more damage, and even halve its ability cooldown. Ability cooldown is 60 seconds when first unlocked.

Strategy
Churchill's high cost means that using him requires a dedicated strategy to save up enough cash to purchase him. After he is placed, Churchill is excellent an early game carry and mid game general damager because of his high damage potential relative to his level. An additional tower is necessary to cover early game camo bloons because of his inability to target them until level 6. In the late game, his slow leveling rate begins to cause him to fall off because of his inability to reach higher levels that allow him to become a proper late game DPS or cleanup tower without Energizer.
Churchill excels against straight lines, which allow his main shells to maximize the multiple explosions, and later on his Machine Gun covers many of his weaknesses to Black Bloons and singular targets. MOAB Barrage is quite powerful at demolishing a moderate number blimps into weaker layers, serving as a weaker Mega Mine. At later levels he can take down a decent chunk of hyperdense rounds with Armor Piercing Shells active, but still struggles to DDT rounds. Targeting micro, such as switching between Last and First, can help with maximizing his damage in order to weaken blimps and clean up super ceramics.
In general, Churchill attempts to be useful in all stages of the game but does not do enough to be considered better than most other heroes. However, as a pure DPS hero, he is relatively simple to use and is a good pick for towers that require a hefty save-up such as Bloon Exclusion Zone even if he can't buff them directly.
