It is armed with six triple-barreled turrets that aim and attackBloons independently. Each turret fires three explosive cannonballs and a spray of six grapes with each shot. The turrets have different positions on the ship and can only target Bloons within a semi-circle in front of them. Despite firing grapes, the turrets do not benefit from Big Bunch.
The Navarch launches three fighter plane sub-towers that fly around the map rapidly gunning down Bloons in front of them and firing seeking missiles at MOAB-Class Bloons. Each plane fires four missiles at a time and at about one-tenth the rate of its main attack.
It has ten grappling hooks that automatically target and grapple the strongest MOAB-Class Bloons on the map from any distance, taking them down instantly. Each hook can take down one MOAB, BFB, or DDT, or two hooks can take down one ZOMG together. Each hook can only activate once before recharging. Recharging only starts after all 10 hooks have been used and takes 10 seconds (unaffected by Degree).
Its ability fires a giant grappling hook at the strongest MOAB-Class Bloon on-screen. Unlike Monkey Pirates, it can take down BADs but not Dreadrock Bloons. It has a base cooldown of 30 seconds (25 seconds with Faster Takedowns) and can only be used twice per round.
It generates $3,200 at the end of each round ($3,220 with Trade Agreements), reduces the attack cooldown of all towers placed in water and Monkey Aces (including the Goliath Doomship and Nautic Siege Core) by 15%, and increases the sell value of all towers in its range by 10% (excludes Paragons). It also has two platforms on its deck that allow small- and medium-sized land-based towers to be placed on top of it, allowing them to see over certain line of sight blockers.
The Navarch has it's own Trade Empire buff that applies to Merchantmen or Favored Trades. This buff can affect up to 40 merchants, unlike the Trade Empire's buff which can only affect 20 per Trade Empire, and increases the damage bonuses to +10 instead of +1, but is otherwise identical. This buff is considered separate from the Trade Empire's own buff, and both buffs can be active on the same merchant.

Strategy
Although fairly expensive, The Navarch of the Seas is notable for its passive and active grapple abilities and being the easiest Paragon to get a high degree for.
The majority of the paragon's power comes from Trade Empire + Favored Trades spam (further enhanced when a base Navarch is made due to its version of the Trade Empire buff stacking with Trade Empire itself.) Due to Cash generation contributing more to the pop requirement than pops alone.
He also plays a crucial role in late freeplay as the activated ability allows the player to take down up to two Fortified BADs and its passive ability taking down MOABs, up to ZOMGs, regardless of RBE, alongside Bloon Master Alchemist. Navarch also has its own version of the Carrier Flagship buff, which gives him a powerful synergy with Goliath Doomship, increasing the aforementioned Paragon's overall DPS further.

Some parts of the new Buccaneer paragon were balanced more around a Degree 100 level without properly scaling, so we have fixed up some of this to better fit scaling up to 100 reaching those values, and moved the ability for it and any possible future paragons to also scale in cooldown based on the Degree. — Update notes
