Distraction is quite unreliable as a lower-tier upgrade, having very low pierce and low blowback chance. It's only in large groups, such as for the T3 [[Shinobi Tactics (BTD6)|Shinobi Tactics]], that the blowback effect becomes noticeable enough to be reliable.
